In his speech, Cao Xuejun stated that the report of the 20th National Congress of the Communist Party of China emphasized that high-quality development is the primary task of comprehensively building a modern socialist country, and promoting green and low-carbon economic and social development is the key link to achieve high-quality development. This is a major judgment based on the strategic deployment of accelerating the green transformation of the development mode and the essential requirements of building a Chinese path to modernization in which people and nature coexist harmoniously, which provides a fundamental basis for the green transformation of the textile industry to achieve high-quality development and consolidate its dominant position.
She said that green development is an inevitable choice for high-quality development of the textile industry, an important measure to consolidate the leading position of advantageous industries, and is becoming a new engine and driving force for industry development. She proposed four suggestions for the future green development of the industry: First, strengthen top-level design to promote green and low-carbon transformation of textiles; Second, strengthen collaborative innovation and increase the application and promotion of green and low-carbon textile technologies; Third, accelerate structural optimization to form a green and low-carbon production and lifestyle; Fourth, improve the standard certification and green transformation service system.
Duan Xiaoping also stated that 2022 will be a challenging year for the textile industry, and under the background of multiple pressures, implementing cost reduction and efficiency enhancement has become an important means to stabilize the economic development of the industry. The implementation of cost reduction and efficiency enhancement in the field of green low-carbon recycling is both a major trend and an initiative that combines economic, environmental, and social benefits. It can not only deeply tap the potential of resources and energy to meet consumption growth needs, leaving the industry with expansion space to maintain sustainable economic development, but also improve the green competitiveness of the industry, boosting its confidence in stable growth and development.
He emphasized that the construction of ecological civilization is a millennium plan to achieve the sustainable development of the Chinese nation. Accelerating the green transformation and upgrading of traditional industries and promoting water conservation, pollution reduction, carbon reduction, and synergy are the only way to achieve high-quality industrial development, and are also the key to implementing and fulfilling the carbon peak carbon neutrality commitment. At the meeting, Hua Shan delivered a keynote speech entitled "Development Situation and Prospects of the Textile Industry". She pointed out that, with the changes in the external situation and the expansion of the industry itself, China's textile industry has entered a development cycle of slowing down total growth and deep adjustment and transformation. At the same time, the industrial structure has been steadily optimized, the scale of production and export has continued to grow, and it continues to maintain a high market share in the world. She also systematically summarized the achievements of green transformation and upgrading in the textile industry in recent years. The entire industry has made significant progress in green fiber materials, high-end textile equipment, green process technology, and other aspects through measures such as improving green supply and consumption, continuous optimization of energy consumption structure, and healthy development of industrial layout, and initially established an industry green manufacturing innovation system, The industry is transforming and upgrading towards a new positioning of "technology, fashion, and green". In the future, China Textile Federation will continue to promote the optimization and improvement of energy consumption from six aspects: innovation, benchmarking, technological transformation, coordination, open source, and management, strictly carry out pollution prevention and control, strengthen resource conservation and comprehensive utilization, comprehensively build a green manufacturing system, guide green production and lifestyle, steadily promote green development, and achieve achievement sharing development.
Yan Yan shared the topic "Progress and Prospects of Climate Innovation Action in China's Textile and Clothing Industry". She said that promoting carbon peak and carbon neutrality is a common choice for the global response to the climate crisis. In order to implement emission reduction commitments, major economies in the world are accelerating the improvement of the basic institutional and policy systems for green development. China's textile and clothing industry is facing multiple changes and challenges in green rules, green consumption, and green capital. The pioneering action of China's textile industry continues to deepen. Among them, the "30 · 60 China Fashion Brand Carbon Neutralization Acceleration Plan" has achieved significant results. In the context of "dual carbon", enterprises should focus on industrial energy conservation and carbon reduction, build a green and low-carbon supply chain, and develop a circular economy. In particular, they should establish a unified green product certification and identification system, establish a full life cycle traceability mechanism for key products, and promote low-carbon development throughout the supply chain.
Experts from the Energy Research Institute of the Chinese Academy of Macroeconomics, with the title "Energy and Economic Transformation to Achieve the Carbon Neutralization Goal", elaborated that carbon neutrality is no longer a matter of greenhouse gas emissions reduction, but rather technological and economic competition. Taking the near zero emission approach to transportation and construction as an example, it is pointed out that the economic and industrial layout may follow the trend of cheap renewable energy and nuclear power in the future. Currently, a policy framework for achieving carbon neutrality has been gradually established. The textile and clothing industry and enterprises need to take the "dual carbon" goal as the guide, accelerate the construction of a green low-carbon circular industrial system, and accelerate transformation and upgrading to seize the commanding heights and embark on the path of sustainable development.
Li Boyang shared the topic "New Requirements and Countermeasures for High Quality and Green Development of Consumer Goods Industry". Currently, the development of green and low-carbon industries has shown four major trends: from relative emission reduction to absolute emission reduction, from a high carbon economy to a low carbon economy, from "energy conservation and emission reduction" to "pollution reduction and carbon reduction synergy", and from "dual control" of energy consumption to "dual control" of carbon emissions. Regarding the green and low-carbon development of the textile industry, he suggested that enterprises should proactively study the decarbonization development strategy of the consumer goods industry; Actively build a new energy resource supply and utilization system; Accelerate the establishment of a green and low-carbon industrial system with green manufacturing as the starting point; Breakthrough the application of key technologies for green and low-carbon development; Establish and improve a management service system that combines government guidance with market mechanisms.
Cheng introduced the green development service platform for the textile industry ("FAIS system"). He stated that the FAIS system is a service platform for the green transformation and upgrading of the textile industry launched by the China Textile Industry Federation and the World Wide Fund for Nature (WWF) under the guidance of the China Textile Industry Federation. It aims to pool resources and forces from all parties, integrate energy-saving diagnosis, water efficiency assessment, product LCA green assessment, factory/park green assessment, water footprint, and carbon footprint, and achieve joint creation, construction, and sharing.
